Setting up test plans, defining a strategy, selecting test design techniques - these activities are not a problem for most of us. Sticking to the plan and executing what we promised, that’s harder, sometimes even impossible. But if we have to estimate the required effort for all testing activities, we somehow are not so confident anymore. We refer to the “industry standards”, “experiences in similar projects” or a “predefined percentage of the project budget”.
The positive side of this approach to test effort estimation is that it’s hard to dispute. So, if your project manager tries to cut your budget, the industry standard of 35% usually saves you. But what if you feel the project needs 40%?
